(60 marks)

Answer the following questions:
Q. 1- Chart the importance of development
communication in public education. [10 Marks]
Answer:The commitment of political leaders, policy
makers and resource providers should be sought as an initial step to programme
planning and launching of the implementation strategy.
Communication programmes often lack the budget,
the staff, and the resources needed for an effective and sustained public
education programme (FAO/WHO, 1992). Advocacy efforts can help to enlighten
policy-makers and resource-providers about the
Q. 2- Explain the development process in
detail. [10 Marks]
Answer:Development communication
refers to the use of communication to facilitate social development.
Development communication engages stakeholders and policy makers, establishes
conducive environments, assesses risks and opportunities and promotes
information exchanges to bring about positive social change via sustainable
development. Development communication techniques include information
dissemination and education, behavior change, social marketing, social
mobilization, media advocacy, communication for social change and community
participation.
Q. 3- What is meant by communication? Explain.
How does it relate to the concept of mass society? [10 Marks]
Answer:Communication (from Latin commūnicāre, meaning
"to share") is the purposeful activity of information exchange
between two or more participants in order to convey or receive the intended
meanings through a shared system of signs and semiotic rules. The basic steps
of communication are the forming of communicative intent, message composition,
message encoding, transmission of signal, reception of signal, message decoding
and finally interpretation of the message by the recipient.
Q. 4- Write a note on the development of
communication technology in India with examples of technology implemented in
rural areas. [10 Marks]
Answer:India's efforts to capitalise on the
information and communication technology revolution are far from spectacular
when it comes to numbers, going by the latest country rankings and associated
data released by the International Telecommunication Union.
Climate change is a global phenomenon affecting
the lives of mankind. In time of calamities we need information and
communication technology for disaster management. Various organisations,
government agencies and small and large-scale research projects have been
exploring the use of ICT for relief operations, providing early warnings
Q. 5- Define development and elucidate with
theories of development. [10 Marks]
Answer:About 50 years ago, many countries around the
world—freshly decolonised and newly named underdeveloped or developing,
embarked on varying projects of national development. Some began to develop
indigenous industries for export, others stepped up industrial production to
substitute for imports. Across the Cold War swathe—communist as well as
capitalist—industrialisation was thought of, by the political and economic
elite, as the key to development.
In this singular conception of ‘development’ as
economic growth, industrialisation became a race of catching up with the West
or with standards
Q. 6- Discuss the dominant paradigm of
development, as well as the new paradigm of development. What are some of the
biases in the dominant paradigm of development? [10 Marks]
Answer:The main realization that
development was not going well in developing countries for those who have
followed the dominant paradigm closely has made people think that there were
alternative pathways to development. In the late 1960s and 1970s, several world
events combined with intellectual critiques began to crack the credibility of
the dominant paradigm and the reigning paradigms of modernization and
development no longer inspire the confidence which they did three decades back.
Critical assessment of results and
